Melchor Lim is a doctor and a human rights activist. He was a member of the National Assembly from 1979 to 1986, from 1988 to 1994 and from 2003 to 2004, and was Vice President from 1994 to 1996. He has been influential in many areas of public life. In the fields of public health and human rights he has been a pioneer in universal health care, call for demilitarization of the police, drug policy reform, drug legalization, free education (through the University of the Philippines), peace negotiations with communist rebels, legalization of homosexuality (in his own country), and many others
